The following items are prologue snapshots of the Cyber Wars saga, depicting key events taking place during the first and second phases of the saga; before 9/11/2001 (BNE) and after 9/11/2001 (ANE). These periods set the stage for the third and current phase of the saga, Now. The dawn of the Cyber State and new world Orders.

Item 0: The Axis / aka: The United Cyber States, aka: The Order. A COLOSSAL CYBER CRIME EMPIRE LEAD BY RUSSIAN SUPER SLEUTH TSARA FABERGE

Item 1: Y2K Days. As the millennium approaches the battle to control Cyber-Space and strategic networks erupts into full scale war! Criminal factions with vast; Drug, Junk Bond, Arms and Ex-Societ Cache Resources seize the opportunity; combine forces and activate the "Grand Plan" to compromise every vital network system on the planet. This triggers the drive to recruit an elite Hacker/Cracker secret unit and the creation of federal/industrial Anti-Cyber crime strike force, ushering in the age of the CyberNaut!
Note: By the end of the 1st decade of the 21st century a number of national security and domestic security agencies (some old and some new) will emerge with similar mandates and vie for leadership and control of the effort to combat cyber threats

Item 2: Cracker & the Good Deed Sting ! After a sixteen month government anti-hacking investigation Mike Crest (Super Hacker/Entrepreneur) is popped in a FBI sting and offered immunity in exchange for organizing and heading up a Cyber Crime Strike Force. The alternative being a protracted, costly, debilitating legal battle against the overwhelming resources of the Federal Government. Crest accepts the deal with the following conditions: 1. Unlimited Resources to ensure success 2..Divisional Autonomy to enhance security 3..The authority to use Immunity to recruit an elite cadre of Hackers to ensure protection for, and to enlist the support of his friends. The government agrees. Crest is given :A Billion dollar Agency Budget. Full access to the Joint agencies Data Base. The "FireBreak" file. CyberDate: BNE

Item 3: : The Last 800 Days Francis "Frank" Steel, executive director of the Cyber Network Defense agency (CNDA) reports to Senator Mason Stone, chair of the Senate Intelligence Oversight Committee that a recently compiled, Top Secret file, code named: " Last 800 Days" contains irrefutable evidence of a diabolical plot to subvert governments, global commerce and neutralize free world arsenals. Vesting ultimate power in the hands of Criminal Cyber Empires. The file reveals a schedule of events beginning 800 days before the end of the century (10.9.97), culminating with a dramatic climax December 31, 1999. Resulting in the establishment of a new world order, lead by a Triad of outlaw cyber empires, known as The Triad Order. The report identifies the Order as being composed of three(3) criminal organizations: 1) The Cartel ( Drug Lords), 2) The Council (Junk Bond Bankers), 3) Czar (The Eastern Block) all with unlimited resources. The essence of the file refers to secret transmissions intercepted by CNDA over a period of 48 months that have uncovered a journal called "The Notes of the Fisherman". The journal is a log of classified communiqués between the Triad members. The most alarming communiqués are: 1) Confirmation of the existence of a HIV like Computer Virus breeding Lab, known as "TarantuLabs". 2) A list of compromised major corporation Information Officers with defense contracts. 3) The Military Industrial Complex Roster of 5th columnists (Micro5) revealing that cyber criminals have compromised the U.S. government at the highest levels, even the U.S. Senate & The white House. 4) Operation Peace . The plan to threaten strategic public services. 5) Evidence that Sentor Stones staff has been infiltrated. After briefing Senator Stone, Steel unveils his (CNDA) response plan (code named: "Operation Fire Wall") The plan to fight fire with fire, by using the CyberNauts Top Secret Strike Force with broad powers and unlimited resources and strategically using the mole in Senator Stone's office, by feeding him / her a diet of information designed to enhance and protect CNDA operations and misdirect the efforts of the Order. Stone gives his approval and Steel activates "Fire Wall". Steel sends Stone a message he is sure will fall into the hands of the Order. CyberDate: BNE

Forward: In the CNDAs assessment of the anatomy of cyber-crime, there are certain places which naturally produce and breed hackers. These places are collectively known as Hatcheries and it is the agency's position that these areas can not be eradicated but can and must be contained and managed.
